The second-largest reservoir in the United States, Lake Powell, set a new record low on Saturday, just days after the nation’s largest reservoir, Lake Mead, broke its own historic mark. Both reservoirs, which sit on the Colorado River, now hold levels unseen since they were first filled more than half a century ago. The crisis threatens water supplies for nearly 40 million people across seven southwestern states and 5.5 million acres of farmland. Researchers warn the situation is a harbinger of worsening scarcity unless urgent action is taken.
Lake Mead’s water height plummeted to 317.11 meters on August 7, down from its full-pool capacity of 347.60 meters. At its current level, the reservoir holds less than a third of its capacity, a stark decline from just four years ago when it was at 66% of normal. Lake Powell, the country’s second-largest reservoir, followed suit on August 15, dropping to 1,072.87 meters from its full-pool height of 1,127.76 meters. Combined, the two reservoirs can hold 68 cubic kilometers of water—enough to supply all household consumption in the contiguous US for nearly 1.5 years.
The Colorado River, which feeds both reservoirs, has seen a 20% decline in water flow since the turn of the 20th century, with half of that loss attributed to human-induced climate change. The region has been locked in a historic megadrought for 26 years, with nearly half of its intensity between 2000 and 2018 driven by rising temperatures. Scientists note that climate change has intensified evaporation, reduced snowpack, and shortened the duration of seasonal runoff, all of which exacerbate the reservoirs’ decline.
Population growth and over-consumption have further strained the system, with demand outpacing the river’s shrinking supply. The crisis is not a future threat but a present emergency, with reservoir levels expected to drop further until spring snowmelt replenishes the system. Dr. Jack Schmidt, a senior research scientist at Utah State University’s Center for Colorado River Studies, described the dilemma facing water managers: “The big dilemma of the moment is that we’re only in the middle of August, and we have no assurance of what the coming winter will be. The only thing we can be sure of is that we will be depleting overall total basin reservoir storage from now until, roughly, early April.”
The decline of Lake Mead and Lake Powell reflects a broader pattern of environmental strain across the American West, where rivers and reservoirs have been pushed to their limits. The Colorado River Basin, which spans seven states, supplies water to major cities like Los Angeles, Phoenix, and Denver, as well as vast agricultural regions that produce a significant share of the nation’s winter vegetables. Farmers in Arizona, California, and Colorado are already facing cutbacks, with some fields left fallow as water allocations shrink.
Historically, the reservoirs have relied on multi-year cycles of drought and replenishment, but the current megadrought has persisted far longer than any in recorded history. Even during the Dust Bowl of the 1930s, the Colorado River’s flow did not drop as dramatically or for as long. The unprecedented nature of the crisis has forced water managers to reconsider long-standing assumptions about supply and demand, with some advocating for aggressive conservation measures and others pushing for infrastructure investments to augment storage.
The stakes extend beyond agriculture and urban supply. The Colorado River’s decline threatens hydropower generation at the Glen Canyon and Hoover Dams, which provide electricity to millions. As water levels fall, the dams’ ability to produce power diminishes, risking blackouts and higher energy costs for consumers. The situation also endangers ecosystems dependent on the river, including endangered fish species and wetlands that serve as critical habitats for migratory birds.
Without immediate and sustained action, the reservoirs’ decline will accelerate, pushing the region toward a tipping point where shortages become permanent.
